He was elected as a member of 1st Penghu County council after Taiwan implemented local governance in 1950 and won the election of the member of 2nd and 4th Penghu County council afterwards. During the tenure, he contributed a lot to the enhancement of Chimei township transportation development, the promotion of education and culture, the construction of roads and bridges and the improvement of the welfare of fishermen.

After the expiration of councilor tenure, he run the transportation business between Magong and Chemei, and served as the captain of Chuanshenghsing passenger-cargo liner. That made it more convenient for hometown people and solved the difficulty of local transportation.
