Xiyu Township, in the west of Penghu Island , is situated at 23¢X32'01 to  23¢X37'26 N 119¢X27¡¦15 to 119¢X31'48 with a distance of 4 nautical miles from Makung.

Xiyu County includes Yuweng (Fishermen) Islet and Xiaomen Islet, is a square island composed of basalt.  The rock formation, named ¡§Fishermen Islets¡¨, is very complete which is the most important emerged formation in Pengfu.  The landscapes of the columned basalt are full of varations: some are straight, some are curved, some are radiate and some are horizontal.  Xiaomenyu was an isolated islet before and named ¡§Dingzimenyu¡¨ In the 72nd year of R.O.C. Era, the government built Xiaomen Bridge across the sea, people could travel everywhere without and obstruction.  The terrain of Fisherman Islet is narrow in east-west trend and long in south-north trend, just like a sea horse.  The sea area, links with Tongliang Village of Beisha Township in the north, are called ¡§Roaring Gate¡¨ due to it is full of dense reefs and swift currents. There is also a torrent called ¡¨West Rapids¡¨ at the sea area on the outside of the broken ridges around Xiyu Lighthouse in the south.  Fisherman Islet is the second islet in Pengfu archipelagoes.  Its northeast corner is linked with Beisha Islet by Great Bridge Over the Sea.  The land communication is very convenient.  Before the period that the bridge have been built yet, the villagers should take a ship in the ferry at Dakouye to Makung  The natural shield of highlands makes the village be situated at the leeward and below the highlands and makes a harbor where the vessels could take shelter from the wind.  As a result, the fishery is very prosper.

Xiyu Township is the screen of Pengfu.  Since the Three Kingdoms, followed by Sui and Tang Dynasty, Chinese had been planned and operated this area.  Till Yuan Dynasty, the  Court established Pengfu Patrol Office which included ¡§Xiyutou¡¨ and was subordinated to Quanzhou, Jinjiang County.  In Ming Dynasty, The Patrol Office was still established; however it was abolished due to  the rampancy of Japanese pirates and corsairs.  The 22nd year of Kangxi in Ching Dynasty, it belonged to the domain of the Manchu Dynasty and was instituted to be a Patrol Office.  In the fifth year of Yongzhong in Ching Dynasty, Pengfu Government was established, and Xiyu Township was under the jurisdiction of Pengfu Government and was named ¡§Xiyuao¡¨ which has twelve ¡§she (the society).¡¨ They were Neiqianshe, Waiqianshe, Daguoye, Dachijiaoshe, Xiaochijiaoshe, Hengjiaoshe, Houluoshe, Erkanshe, Hejietoushe, Qimawanshe, Zhugaowanshe and Xiaomenshe.  The embryo of the development of villages has been approximately accomplished.  The period under the dominion of Japanese Government, Xiyuao has been renamed as ¡§Xiyuzhaung.¡¨  After Taiwan regained the reins of government from Japan, the Government drew out the organized rules to map out Taiwan,  Counties are under the command of Province; villages and towns are subordinated to the county, each village has organized some neighborhoods.  In the very beginning, there are eight villages in Xiyu Township: Heheng Village (Hejie Village, Hengjiao), Zhuwan Village (Zhugaowan, Xiaomen), Daer Village (Dachijiao, Erkan), Chidong Village, Chixi Village (Xiaochijiao are divided into two villages), Chima Village (Qimawan), Neian Village (Neian) and Waian Village (Waian).  Due to the villages of Xiyu Township were formed naturally, they were seldom changed.  The boundaries are still clear between villages, they are adjacent to each other by natural terrain.
