Before the Restoration, he persuaded fishermen to organize a ¡§Fishery Coordinated Compose¡¨ to fight for rational distribution of fishing gear and the liberty of fishing operation.  Engaging in the National education for 40 years, he had been a teacher and headmaster, once acted as the headmaster of the starting Xi-yu Junior high school.  And he devoted a lot to affairs that should be launched and changed in the locality.

Yan-rong-hua, also named Zhu-fu and had a courtesy name Fu-chun, was born at 1898 at Chi-ma village of Xi-yu township.  He died in Dec, 1961, aged 63.  At the age of seven, Yan started to learn at the study of neighboring village while one year later, he was arranged by his uncle to continue studying at Tainan Lin-lian-qing old-style private school.  When he was 11, he entered Li-ren Elementary School of Tainan city.  Then enrolled Public School Teaching Training Department of Mandarin School of the Taiwan Governor¡¦s Office at the year of 1914Yan graduated in March1918 and was at once appointed to serve at Yan-pu Elementary School of Ping-dong county.  Three years later, he was recalled to his homeland¡Xto teach at Xiao-chi-jiao Public School (Chi-dong Elementary) and Nei-an branch school at Xi-yu township(Nei-an Elementary School).  Yan is smart and possessed lots of skills under his belt.  Although taught by the Japanese, he was to have national consciousness.  At 1938, he quit his teaching career and persuaded fishermen to organize a ¡§Fishery Coordinated Compose¡¨ to fight for rational distribution of fishing gear and the liberty of fishing operation.  The Fishery Compose then reorganized as ¡§Xi-yu (township) Fishery Union¡¨, Yan posted as the director of special affairs, contributing a lot to fishermen within the entire township.  After the Restoration, he was appointed to teach at Xiao-chi-jiao Elementary School whereupon once again returned to the Education family.  Later, he was promoted as the principal of Bamboo Bay Elementary School, and not long after, he was told to prepare the establishment of the Xi-yu junior high school in which he was assigned as the first principal.  In 1947, he was transferred to be the headmaster of Magong Elementary School.  In September of that coming year, he was again shifted to be the head of Chi-dong Elementary School.  His achievements on enlarging school premises, arranging of school assets, improving teaching aids and strengthening of teaching were remarkable.  1952, Yan was elected as the first county legislator, he devoted a lot to affairs that should be launched and changed, thus was highly respected by local people.  It was a pity that he fell sick from overwork and died during his term of office as Chi-dong¡¦s headmaster.
