Zhong-gui, also named Shi li, was born at Sep, 1882 at Chi-dong village of Xi-yu village.  He passed away at the year 1950, at an age of 69.  Of young, Zhong Gui showed his intelligence and diligence.  His parents died young, he thus had a hard-pressed life.  To live on his own, he worked and studied at the same time.  Of age, he was posted as the Type A inspector of  Penghu Government during the Japanese occupation for years.  Zhong fitted the bill as the people¡¦s caretaker, sheltering them in many ways.  At the year 1920, the Xi-yu village Office was established, Zhong was assigned to assist yet actually responsible for the administration work of the Center, and had written a book called ¡§Xian-sheng¡¨. He was then promoted to the Minister of the Center from the year 1926 till the Restoration.  After the Restoration, Zhong still served as the village head for about thirty years.  He contributed a lot to municipalism and was once the only representative of  Jin province under the Penghu Government.  His high reputation swept through the Taiwan Island and was honored as the ¡§Best Village Head¡¨ , conferred a badge of Gentleman by the Taiwan Governor during the Japanese Colonial rule.  His achievements, for instance, included enlarging the Nei-an branch school, establishing Xi-yu junior high school, broadening theXi-yu township longitudinal route, subsidizing the building of power boats, rewarding the growth of silver silk tree which aimed to green the Xi-yu and excavation of wells as reservoirs, striving for subsidy and release of small motive power boats, building Xiao-chi-jiao fishing wharf, founding the Xi-yu circulate credit set and public midwife etc., just to name a few.  And least of all, that Zhong¡¦s austerity and courtesy is mostly appreciated and praised by people.
