He was from a fishery family in Houliao west long coast. He went to Kaohsiung for learning the skills of formwork after graduated from Houliao Public School at 14. The characters of Lin are gentle with introversion, diligent with version. After becoming rich by running building materials and land businesses, he enthusiastically contributed to the hometown in return. He donated lands worthy of 400 millions in R.O.C 85 as the Baisha Township Social Welfare Fund, founded Lin, Chia-Yu Education and Social Establishment Foundation, and sponsored the reconstruction of many temples and activity centers. The libraries established in Houliao and Tungliang villages were all named after Chia-Yu. His good fame of giving broadly and helping people were known and spread far and wide.
