He graduated from the Senior Division of Magong Nationals School in R.O.C 23, and was an employee of Baisha Village service ground in R.O.C. 27. In R.O.C 29 he was promoted to serve as a secretary and transferred to Executive Secretary of Baisha Township farmer¡¦s association in his age of 39. In R.O.C 40, he was elected as the head of 1st Baisha Township government, and then he was transferred to a member of the Penghu County Council. He was promoted as the director of general services in R.O.C 47, and was elected with high rates as the 4th head of the Township and continued the next tenure of 5th head of the township having a great number of contributions to the local.
