Kuo Shih Tou, the 6th generation of Kuo¡¦s was born in Chiming Neighborhood. He once requested government by himself for relieving stricken people in Penghu as the status of general commissioner of Food Provisions Adjustment Committee. After 228 Event happened, he helped induce the public, and maintain the safety and peace of whole Penghu area. He also strived for funds to guide and assist the agriculture development of villages and towns. Furthermore, he established Army and Civil Cooperation Association and helped to solve the difficulties garrison would face.
