always put himself in another's position. Moreover,
he helped the poor, aided the dangerous and started
from scratch. During his political tenure, he put a
great attention on the local development having
achievements such as the construction of Penghu
Sea-crossing Bridge, electrification of offshore
islands, transportation boats of offshore islands,
ports of offshore ports, fishing ports, teacher
institute, striving for a relief fund to relieve the
people in stricken areas etc. His great contribution
