The stone pagodas in Pengfu are the symbols of civil belief, which represents the conformation of their spirits in driving out and garrisoning evil spirits. Besides that, they are used for the harboring of the oceanic vessels and setting the fisheries. Furthermore, they can make up for the insufficiency of the geomantic omen. The year of building the pagodas is unknown. There were three layers in the original pagoda with the height of 3 meters. In 1962, Xuantian Deity in Beijin Temple indicated to rebuild the collapsed north pagoda with the south pagoda to be a nine-floor pagoda. In 1975, the south pagoda was repaired again. In 1999, the government rebuilt the environment nearby. It establishes the exposition plate and the pavilion at preset.

South-and-North Pagoda is also called “Nanshi Pagoda”, “Beishi Pagoda”, “Nine-Floor Pagoda” or “ Spire”. The original location of the stone pagoda is a little sand hill that is the patron of Sheli but gradually loses the original terrain due to the puff of the northeast trades. The words of ”鎖管港了一個山,豬母山了個灣” are to describe the sand hill has been blown to the harbor of Shanshui. As a result, the pagodas located at the original location are to make up the deficiency of the defects of the geography. The Stone Pagodas was divided into night stairs. The bottom eight stairs are built by laying with the natural stone in Pengfu- basalt, and the top one is arranged for the stele. There are incantations in the pagodas. The one in the north pagoda is issued by Beijin Temple and the south pagoda is by Likunyuan Shrine. The Structure of the pagodas is cone-shaped from the bottom to the top with the height of approximate 11 meters. The pagodas are the highest ones in Pengfu.
