It is also called ¡§The first Guest House¡¨. In 1940, The Commander of Pengfu Hall dispatched Hongzhi Construction and building Co., to undertake the construction and ordered Xulingxian to take charge of building. It was finished constructing in February of 1943. This was a place only to entertain Japanese imperial kinsmen and the senior officers. After the Restoration of Taiwan, the VIP Hall was renamed as The First Guest House. On the 17th of May in 1945, Chiang Kai-shek has ever stayed here. In 1956, this house was changed to be an exclusive villa for President and was built with European living space. In 1958, the 823 War, President Chiang had ever entered and garrisoned here and established a command post. In 1992, the Defense Command Department opened up the First Guest House partly to the public and hand the administration affairs back to Pengfu County Government in 2000. The environment around the house has been rebuilt and has become a good place for traveling in leisure time.

The construction form of the first Restaurant is a type mixed with Chinese and Western Designs and equipped with a bar division. The roof of the entrance was built in ¡§Tang Style ¡§, the external was a load-bearing wall constructed by laying bricks, the living room and the bedroom was paved Japan-style wooden grounds and Tatamis. The inner space was distributed into the corridor around the house, the guest room and the reception room in the middle, the kitchen and the bathroom in the exterior. In 1956, this hotel was renewed in inner partitions, materials and facilities. Red rugs and spring beds replaced tatamis and wooden grounds red; European inner partitions took the place of Japanese sliding doors and the present Kaolin tiles substituted for the black tiles.
