In Ching Dynasty, the court felt the importance of the coast defenses in Pengfu Qundao and repaired the forts remained from Ming Dynasty to strengthen the defense matters in Pengfu. In 1718, the court permitted the memorials presented by Fujian Governor-general, Jiaoluoman, to repair twelve sets of forts. Xincheng Fort and Gooden Turtle Fort were rebuilt on the highlands located at the west side of Magong Street. Two cannons were destroyed during Chinese-Franch War. The first Commander-in-head,Liumingchuan, started building the facilities for military defenses. The General Officer, Wuhonglow, was in charge to build four sets of forts in Pengfu. Golden Turtle Fort is the only one located on the highlands at the west side of Magong City. In the 40th year of R.O.C. Calendar, the government built an underpass to the south coast. It is now a military control area and has been listed as the national historic monument in2000.

Tortoise Fortress is divided into the external gate and the inner gate. The horizontal board on the gate has inscribed “Tiannan Key”, so it is also called Tiannan Fort. Inside the fort are three Amsterdam breechloaders with the gauge of 7, 10 and 12 inch of each. The wall of the fort is built by laying the basalt. Part of the upper concrete cannon wall was added during Japan Occupation. Except for the cannons, all others facilities are remained, such as the gun platforms, the sphere, the base, the barracks, the corridor, the training ground, the inner soil wall, the inner gate and the external gate. Japanese Army added the observatory and the fort of machine guns in the northwest of the gun platform during Japan Occupation. In the south coast, there is a Navy stele for the datum point of water level built by the Port Department of Navy during Japan Occupation.
